Russia’s vow to reduce military activities around Kyiv and northern Ukraine does not constitute a truce, and discussions with Kyiv on a formal deal still have a long way to go, according to Moscow’s senior peace negotiator.

In the most concrete sign yet of progress toward a peace deal, Russian negotiators pledged to drastically reduce military operations surrounding Ukraine’s capital Kyiv and the northern city of Chernihiv early on Tuesday, Reuters reports.

“This is not a truce, but it is our goal to gradually de-escalate the fight, at least on certain fronts,” Russian team leader Vladimir Medinsky said in an interview with the TASS news agency.

According to Medinsky, Russia took a second big step toward de-escalation by agreeing to a possible meeting of the two countries’ presidents at the same time as a peace accord was signed.

“However, we still have a long way to go to create such an agreement on a mutually acceptable basis,” he said.
