In a new circular issued Friday, 18th Feb, Directorate General of Civil Aviation DGCA amended its earlier circular to allow all passengers who are not vaccinated to enter Kuwait with a PCR test.

Earlier on Thursday, the DGCA circular mentioned that the entry for non-vaccinated passengers are limited to Kuwaiti citizen only. However, on Friday, DGCA issued a fresh circular saying that it’s earlier circular is amended to make an entry for ‘All Passengers’ instead of Kuwaiti citizens only.

With this amendment, All expatriates, who are not vaccinated with Kuwait approve vaccine can enter Kuwait starting from February 20th by submitting a negative PCR test issued 72 hours before the flight.

Yesterday’s news created a lot of confusion among the expatriate community as a number of Indians who took the Covaxin vaccine were excited to enter Kuwait after the council of ministers lifted a number of travel restrictions for passengers arriving to Kuwait.

As per the Cabinet decision, Non-vaccinated passengers – ie passengers who did not receive any Kuwait approved Covid vaccine or those who received a single dose of the vaccine – are allowed to enter Kuwait after conducting a PCR examination 72 hours before the flight. They will have to take home quarantine for 7 days after arrival.

Passengers who are not fully vaccinated – ie those who have completed nine months after their second dose and have not taken the booster dose – don’t need to take a PCR test before entering the country. However, they are committed to home quarantine for a period of 7 days after arrival.

Fully vaccinated – ie (i) those who received the booster dose of the approved vaccine, (ii) those who completed two doses of the vaccine and did not complete nine months, (iii) those who recovered from Covid infection within the last three months – do not need a PCR test for entering the country. Home quarantine is also not required for them.
